Abstract

Tanjungpinang City Regional General Hospital (RSUD) has an inpatient capacity of 153 beds, with 2025 performance indicators showing a Bed Occupancy Rate (BOR) of 60.30%, a Length of Stay (LOS) of 4.29 days (below standard), a Turn-Over Interval (TOI) of 2.82 days, and a Bed Turnover (BTO) of 51.34 times (exceeding the standard). The existing Hospital Management Information System (SIMRS) manages bed data only at the individual ward level without cross-ward integration; consequently, bed availability coordination relies on manual telephone communication, and indicator reporting is processed manually via Microsoft Excel, making it prone to human error. This study aims to design an inpatient bed management system for reporting patient bed capacity at RSUD Tanjungpinang. A descriptive qualitative approach with a system development design was employed, utilizing in-depth interviews with three informants—a reporting officer, a nurse, and an IT officer—selected via purposive sampling to identify processes, constraints, and user needs. The designed features include patient census input and validation, real-time bed status updates, and automated calculation of BOR, LOS, TOI, and BTO indicators. Evaluation results indicate that user acceptance is driven more by workflow alignment with the SIMRS than by visual aesthetics, with editing and notification features deemed helpful for data correction processes.
