The use of Electronic Medical Records (EMR) is an integral part of the digital transformation of the healthcare sector, mandated by Permenkes No. 24 of 2022. However, its implementation often faces obstacles such as limited human resources, lack of socialization, and technical barriers. This study aims to analyze the factors influencing the success of EMR use at Santa Elisabeth Hospital Lubuk Baja, Batam City. A quantitative research method with a Cross-Sectional approach was used, involving 67 healthcare professionals as samples taken through Stratified Random Sampling. Independent variables included human resources, organizational, and technological factors, while the dependent variable was the success of EMR use. Data were collected using questionnaires that had been tested for validity and reliability, then analyzed with the Chi-Square test. The results showed a significant relationship between human resource factors (p=0.016), organizational factors (p=0.010), and technological factors (p=0.028) with the success of EMR use (all p < 0.05). It is concluded that the success of EMR at Santa Elisabeth Hospital Lubuk Baja is significantly influenced by these three factors, emphasizing the need for improved training, internal policy support, and strengthening system quality.
